will the .NET - binding be downloadable without svn?

Yeah sure.

SFML bindings depend on a SFML release, so SFML.Net will be available with SFML 1.4. =)

It'll be released when it's done.

For now, you can get the .NET binding from the SVN version (http://www.sfml-dev.org/wiki/en/tutorials/getsvnversion).
