Top-down 3d-Like Rain Effect Help

Does anyone know how to recreate the 3d rain effect as seen in this video? I presume you would need to use OpenGL at a low level to do it, which I have no knowledge of. It would be perfect for a top-down game.

It kind of just looks like starfield animation with some added splashes on the "ground".
You might find more results if you look for starfield or similar.
It should be possible without custom OpenGL calls, probably even possible with a shader
