linux ubuntu ATI driver issue

I'm running Ubuntu 8.10 and my graphics card is an ATI Radeon HD 3200 Graphics. When I use the open source driver with Ubuntu, everything works fine. However, when I use the AMD/ATI proprietary driver, SFML doesn't correctly draw things onto the screen. The titlebars on windows or renderwindows don't show up, inside renderwindows shapes show up as staggered lines almost like it is a vertical sync problem (except everything else on the desktop looks fine). It's not a problem with Compiz or Gnome because I have tried the demo applications with different window managers and I have tried them w/ and w/o desktop effects. I've pretty much narrowed it down to where I am 99% sure it is related to the ATI driver. I think SFML isn't properly initializing OpenGL when I use the ATI driver. Has anyone else had this problem? If so, did they find a way to fix it (other than switching drivers)?
